Hurricane Irene Update

Tuesday, August 30th, 2011

Irene visited Brunswick County and the surrounding area on Friday evening, August 26. We received heavy rain Friday thru Saturday morning. Winds were mostly in the 20 – 30 mph range with gusts up in the high 30’s. We had reports of winds up to 65 mph. Damage to the this area was minimal, mostly pine cones and small branches down, trees did fall in many areas as well. Some gutters fell down as well as many shingles were ripped off the roof.

We’re praying for our Northern friends, however. The damage was much worse up there and they are still in recovery mode. For the latest news on Irene hitting VT and the surrounding area, click here.

St. James Activities Committee reminds you
to sign up for the Fall series of DF6. 
Dinners for Six is an opportunity to become
acquainted with other friendly St. James
residents.  “DF6″ consists of dining with
two other couples each month during
September, October and November.  Couples
can be spouses, significant others, or two
friends looking to enjoy the company of
their St. James neighbors.  It is a great
way for newcomers

and long-time residents to meet new friends
and share experiences.

 

One month you will be the host and prepare
the entree, asking your guests to bring
something to complete the meal.  The other
two months, you will be guests at another
couple’s home.  This is not a gourmet
group–it’s about getting together to meet
new

friends.  The host couple will contact the
other two couples to find a mutually
convenient time and date for your dinner.

beverage and spend an evening under the stars while
enjoying the music of the Brunswick Big Band and the
Brunswick Concert Band.  In addition to patriotic
tunes and marches, there will be selections from
Broadway shows and the classics.

benefit the Band’s “Music Student’s Assistance
Program”, which provides instruments to middle
school students who otherwise could not afford them.

RALLY FOR THE CURE TRIBUTE FLAGS


Once again this year, the Rally for the Cure Golf
Tournament Committee is offering the opportunity for
you to show your support in a unique, personal way
to a loved one or friend who has battled breast
cancer.  On the day of the tournament at Members
Club, July 26th, we plan to exhibit a sea of pink
flags personalized with your  messages in honor of
or in memory of these special persons.  In each of
the pro shops, there is a display of a sample
tribute flag along with a photo of a previous year’s
display on the day of the tournament.  Order forms
are available at each of these displays.  Please
pick one up and fill it out and leave it along with
your cash or check at one of the pro shops or drop
it off at one of four other convenient residential
locations through St. James (listed on the flyer)

The Sea Notes Choral Society will present four (4)
concerts of “America Sings”.  The dates areSea Notes

these concerts will be performed at The Southport
Baptist Church, 200 North Howe St., in Southport,

current Concertmaster of The Wilmington Symphony and

be performing as our Guest Violinist.

 


The National 911 Flag, tattered in the collapse
of the World Trade Center on Sept. 11, 2001, and
since restored, will be part of this year’s July 4th
Sea Notes Concerts.  The flag is currently touring
the country and through the efforts of St. James
residents, Joan and Dick Stewart, whose son died at
the World Trade Center, the flag will be making its
only stop in NC. 

 


During Monday’s performances, from 2 pm to 6 pm, the
flag will be on view across the street from the
church in the Christian Ministry Center (CMC), where
the public will be given the privilege of helping
stitch the flag back to its original 13 stripe
format.

 


In keeping with the patriotic theme of this concert,
the music will include “You’re a Grand Old Flag”,
“Salute to the Armed Forces”, “Star Spangled
Banner”, “America”, “Song for the Unsung Hero”, and
many more.  Admission is free and  donations are
appreciated.

News From St. James P.R.I.D.E.


Volunteers are needed to spruce-up the grounds
around the St. James Beach Club. St. James
St. James PRIDE LogoP.R.I.D.E.’s
mission: a clean, tidy & safe beach. (Safe for
marine life as well.) We’ll rake seaweed from the
beachfront and fill in holes. We’ll also remove
litter (e.g., cigarette butts) from the sand,
pick-up trash and recyclables along 71st
and 72nd streets. We’ll blow
leaves/debris off the parking lot. And, lots more.
Once we’re done (around 10:30 am), stick around for
a FREE pizza party for our volunteers. Cold drinks,
too. Our beach clean-up will begin at 9:00 am on
Saturday (7/9).
This is one of the most fun
community clean-up events we do and is especially
needed after the July 4th weekend! To

St.
James Open Tournament, July 22-24th

 

The St. James Tennis
Association will be hosting its 8th
annual St. James Open Tennis Tournament on July
22-24th.  The tournament is open to the public and
players from all locations are welcome.

 

The tournament
divisions will include:

 

§         Singles for
both men and women levels 3.0, 3.5, 4.0, 4.5, and an
open division.

§         Doubles for
men and women levels 6.0, 7.0, 8.0 and an open
division.

§         Mixed
Doubles levels 6.0, 7.0, 8.0 and an open division.

 

All matches will be 2
out of 3 sets, with a 10-point tiebreaker for the 3rd
set.  Each division will be a single elimination
draw.  Consolation divisions will only be added if
there is time and court space available.   

 

Entry fees are $30
for singles and $25 per person for doubles.

St. James Tennis Association
members will receive a $10 discount per event.
 All checks should be made payable to SJTA. 

Trophies will be
awarded in each division, and prize money will be
offered in Men’s open singles and doubles divisions.
Refreshments will be offered each day and each
participant will receive a tournament shirt.

Artisans Plein Air Event

Come to
the marina for a special family treat on
Friday or Saturday morning, July 1 or
July 2. From 9 AM until noon on both
days, observe artists at work and talk
with them about their specialty.
Potters, painters, jewelry artists and
fabric artists will be demonstrating how
they create their unique art. In
addition, there will be a Kids Korner
and photographer Lou Bruno will be
taking free photos. Bring the whole
family to the marina for the opportunity
to have Lou take a family portrait in
this charming setting.


Rally For The Cure Golf
Tournament


On July 26th we will have the
Rally For a Cure
here at St.
James.  This is the annual golf
tournament for the Susan G. Komen Breast
Cancer Foundation.  Our neighborhood has
been wonderful responding to this
cause.  Let’s try to do it again this
year. 

Donate whatever you can and we will at
the very least be a hole sponsor!  Last
year we were able to sponsor a hole and
the table cloths at the luncheon.  Since
there are so many of us, let’s try for a
“gold sponsor” this year.  A small
donation for everyone could accomplish
this goal.

There is a basket on my front porch,
just drop your donation in there and I
will pick it up each day.

Also, I am collecting money for tribute
flags.  If you need a tribute flag form,
they too are in the basket on my porch. 
I would like to have all donations in by
July 10th.

Southport and Oak Island Update

Widening of NC 211 from SR 1500 (Midway Road)t to NC 87

North Carolina Department of Transportation representatives will be available at the Pre-Hearing Open House between the hours of 4pm and 6:30pm to answer questions and receive comments relative to the propose project.  The opportunity to submit written comments or question will also be provided. 

A formal presentation will begin at 7pm.  The presentation will consists of an explanation of the proposed location and design, right of way acquisition, relocation requirements/procedures, and the stat-federal funding relationship.  The hearing will be open to those present for statements, questions and comments. The presentation and comments will be recorded and a transcript will be prepared. 

The proposed project is approximately 7 miles long, and involved the widening of NC211 from SR 1500 (Midway Road) to NC 87. Two alternatives are being studied.  The alternatives are to widen to the North or either to widen to the South.   The project will require the purchase of additional right of way and the relocation of homes and businesses.  In addition the purchase of right of way for a future interchange at Midway Road is also proposed.   Click Here for the project maps.

Hands Across the Sand – June 25th

Local community members are joining grass roots Americans at area beaches in a peaceful gathering to support clean air, oceans and beaches. Last year this international event took place in 42 countries. Oak Island has the beach and we are inviting folks from each of the surrounding communities to participate.

Beginning at the Cabana (46th St behind Town Hall) and stretching east and west to the fishing piers, beach goers will form a line in the sand and join hands from noon until 12:15. We are making our voices heard to leave nothing but footprints on our beaches and to keep our air & oceans clean by not contributing to unsustainable practices.  We embrace a clean energy future for a sustainable planet.

Open POA Informational Meeting Notes

Town of St. James Community Center

GENERAL NEWS
· Front Gate Lane Change. The traffic pattern at the front gate has changed in the lanes exiting St. James Plantation. The right lane is now for RIGHT TURN ONLY. The left lane is to be used for going STRAIGHT or making a LEFT TURN. This should improve the traffic flow. Thanks to Bruce Maxwell, Town Councilor, for working with the DOT to make this happen so quickly.

· Regency Lakes. Robert Duffy, the new General Manager for Real Estate for the St. James Plantation development, has identified several areas within the community that will be addressed in the near future. The Regency Lakes area will enjoy major new landscaping improvements. The POA Landscape Committee has reviewed the plans and believes the changes will make an attractive addition to our community.

· Construction of a berm adjacent to the Players Club (East). A group of concerned citizens met on June 2 at the Community Center to discuss the construction of a berm adjacent to St. James. The berm is within view of adjoining properties. The citizens are developing a plan and will continue to explore possible solutions with the landowners of the adjacent property.

· Seaside Gate. There have been several vandalism incidents over the past weekend to the restraints currently being used at the gate. The gate is not open yet to traffic and will not open until late June. Our Security Force has dealt with some indignant residents when they were turned back from using the gate. The gate will open when the construction is complete and staffing is in place. Until that time, it is closed and barriers are in place. Vandals will be prosecuted if caught. Resident cooperation is required.

· Public Hearing on June 28 – Widening of 211. A right of way of 65 feet will be needed to widen 211. The basic issue is which side (North or South) the 65 feet will be taken. The South side will require a complete relocation of our front entrance and guard house. To put it in perspective, the right of way purchases would be done in 2015; construction would begin in 2019. (From 4:00 – 6:30 p.m., NC Department of Transportation officials will host an informal open house at the St. James Community Center. They will be available to answer any questions or listen to resident’s comments on the project. At 7:00 p.m., officials will give a formal presentation on the project.

· Seaside Facilities. The developer has hired some of our security force to watch the Seaside facility on a temporary basis. This additional effort is being billed directly to the developer and not to the POA. There is no impact to the availability of POA resources.

LEGAL ISSUES

· Legislation Issues – The POA Board has been watching and reporting on several bills that are active in the NC Legislature.

o House Bill 165 – Modification to Planned Community Act. This bill has no real effect on how we do business since our POA practices are already consistent with the new requirements.

o House Bill 183 – Eliminate foreclosure – This bill was referred to a study committee. Anticipate that this bill, which would have a significant negative impact on us, is essentially dead for this session.

o House Bill to eliminate tax exemption – - nothing new to report on this. June 6 is the last day for this session. The impact would cause a loss of our tax exempt status and force us to pay property tax on all of our POA real estate. This would fix a minor inequity to Oak Island with a major inequity to us. The POA already budgets and pays the Town of Oak Island for the emergency and fire support via donations to voluntarily compensate Oak Island.

· Linda Dodson, a former employee of Community Association Management Specialists (CAMS), pled guilty on Friday June 3, 2011 in Brunswick County District Court to Financial Transaction Fraud in the amount of $43,600.17. This crime was perpetrated against the St. James Plantation Property Owners’ Association. Ms. Dodson misappropriated these funds from 2005 through 2008 when she worked for CAMS as a manager supporting the St. James Plantation Property Owners’ Association. As part of her sentence she has made full restitution of the funds.

The loss was discovered in 2009 after months of internal review. The information from this review was turned over to the Brunswick County Sheriff’s Office where the preliminary work was verified and the investigation was completed. The Sheriff’s Office then turned over the results to the Brunswick County District Attorney’s Office.

The St. James Plantation Property Owners’ Association and the property owners they represent are deeply appreciative of the work done by Chief Deputy Miller, Detective Todd and Assistant District Attorney Yeager for their dedication to seeing justice done.

Our thanks goes to Roger Nejes and John Jacobsen who put in thousands of hours to trace the information and to discover how this was able to be done.

HOT TOPICS
· Harbormaster Shed. The POA Landscaping Committee visited the resident’s property to view the completion of the resident’s landscaping and to determine if additional screening is required. The Landscape Committee is proposing additional screening and will be conferring with the immediate neighbors for their comments.

· ACC Guideline Changes. The ACC Guidelines that address Accessory Structures is being modified. If you are interested in the proposed wording, please contact Bill Bines (tortugas1214@aol.com). The changes will be presented to the POA Board for approval at the next meeting. When approved, we will publish the changes.

· Rain Harvesting. A resident suggested that we explore rain harvesting, a means of collecting rainwater off your roof, and recycling/redistributing the water so that it does not create runoff which could negatively impact coastal waters. The POA encourages this type of system but will not provide an offset to a home owner’s impervious usage. Granting offsets would require the POA to conduct annual inspections of those who have elected to deploy this system and for the POA to assume legal responsibility for the homeowner’s compliance.

· Yard ornaments. The POA has implemented an inspection program to insure that our homeowners are complying with our ACC Guidelines. We also are making sure that the policies/guidelines are consistent with our community practice. One example of this is the display of yard ornaments. Current guidance is to have three yard ornaments per yard. Our community practice is not consistent with this policy. As a result the ACC has been reviewing this guideline.

PROJECTS

· Speed Monitoring Equipment. We have had positive results from our trial of the speed monitoring equipment. We intend to purchase the equipment (estimate cost between $2500 and $3500). This equipment is another tool to promote driver awareness of their speeds. We will also use the data collected to better deploy the security rovers for speed control.

· Road Paving. The Infrastructure Committee, and especially Chuck Elledge and Tony Buckley, did a great job in coordinating the road paving effort this spring. As always there were issues which required changes but Chuck and Tony worked with our contractors to try to maintain the schedule and to keep the community well informed. The cost for the pre-paving work – - patching – - exceeded the estimate causing us to make some adjustments in the second phase – road paving – - in order to maintain our budget. Great job and thanks to all for your patience and cooperation. In the near future, the streets will be swept, and any landscaping damage will be repaired. Striping of the roads, including other areas not recently paved, will commence in July.

· Piping at Tidemarsh. The work will begin as soon as the contractor is available.

· Polly Gulley Bridge Engineering Study. The study lays out multiple options for the bulkhead replacement, railing replacement and a bicycle lane. Depending on the options selected, the work will cost between $400K and $600K, which is in line with our budgetary estimate. The Committee is reviewing the study and will provide their recommendation to the Board.

· Waterway Park Pier Roof. Work has commenced (6/1) to construct the roof over the pier.

· Waterway Park and Woodlands Improvements. The covered bridge and walkway at the Woodlands will be power washed and treated. We will be adding some lumber along the walkway for safety and will cut back some of the landscaping for safety and aesthetics. The Waterway Park pavilion will be power washed and painted. The picnic tables will have a thorough cleaning and will be treated as well. The work will be conducted when the pavilion is not reserved.

OPEN ISSUES/ QUESTIONS

· Loose board on the ramp at Beach Club – - will be fixed!

· Showers on Beach Club ramp not working – - believe it is just turning the nozzle – - Judy will check on it.

· Patching of roads still needed. Send address or street locations to POA Office (poa@stjamespoa.net) of areas that still need attention.

· Status of Road South of Polly Gulley (St. James Rd. extension). Per Bruce Maxwell, negotiations with the landowner continue. Anticipates an announcement in 2 – 3 months regarding the easement agreement. Four agencies will then have to approve the road. It could be two years until the road is available once approved.

· Published rules for cyclists? Generally we follow the NC guidelines – cyclists have same rights to use roads as cars. We do encourage the ‘average’ cyclist to use the walkways when possible and the cart path over Polly Gulley Bridge. A resident suggested that we post more signs. Gordon stated that the worst times seem to be over holidays and summer months when kids are visiting. We will initiate blast e-mails prior to holiday periods to remind guests of our residents of safety concerns while visiting our area.

· Sharp Curves – staying on your side of the road. A resident shared his concern that many drivers do not stay on their side of the road, especially around some of the sharper curves. Suggested adding reflectors to the road.

Our gardens are waking up and crying for
help. If you have ever committed crepe
murder, starved or drowned your
plantings, provided a banquet of deer
food THIS COURSE IS FOR YOU! The
Extension’s Master Gardeners and their
instructor have offered to help us
correct our mistakes without our even
leaving out neighborhood. If 10 of us
join together, the class can be held
here (e.g. my house). The tentative
start time is Thursday, May 5th, 2:00 to
4:00 PM.  It will meet every Thursday
until June 9th.  The cost is $60 ( plus
$10 for the Master Gardener Monthly

what is happening at Habitat.   

 


DON’T FORGET THE FLEA MARKET ON APRIL 30th

 

Buildings A and D at Brunswick Community College
will be filled to the brim with attractive and
affordable merchandise. This sale will include
beautiful decorative items, collectibles, kitchen
and bath accessories, linens, tools, hardware,
electronics, sporting goods, lamps, books, artwork,
and high quality furniture.  All items have been
carefully inspected for quality and value, and
electrical items have been tested. 

 

Customers will be greeted by our volunteer traffic
patrol and directed to designated parking areas. 
They will receive a flyer that indicates the
locations of all merchandise.    Volunteers will be
on hand to answer any questions.  Coffee, tea,
snacks, hot dogs, and homemade baked goods will be
available for purchase. 

 

Proceeds go in the form of an annual donation to
Brunswick Community College for nursing
scholarships. In addition, the Service Club provides
scholarships to college bound high school seniors in
Brunswick College.  Traditionally, the high schools
are in North Brunswick in Leland, South Brunswick in
Southport, and West Brunswick in Shallotte. The
balance of the flea market proceeds goes into the

.  Matthew’s Ministry, a 
non-profit organization that provides food to hungry
children in Southport, as well as other Brunswick
County non-profit organizations will be the
recipients of the proceeds from the luncheon.

PM. The tea is for all residents
If you are a recent resident to St. James, or
even if you have lived here a while, or if you are a
former Service Club member who is currently
inactive, we encourage you to join. Our Welcome Teas
provide an opportunity to learn more about the
Service Club in a very relaxed atmosphere.  You will
meet some of the Board members, other newcomers and
find out about the many St. James Service Club
activities planned for 2011.  There is no commitment
to join the Service Club by attending the Tea or a

professional instructor in the ancient art of belly
dancing and lots of practice time! This event is

beautiful belly dancing hip scarf. (This belt has 3
rows of silver or gold coins and small round beads
in between and on the top edge.  All the coins and
beads are hand sewn on.  It is an absolutely a
professional and colorful scarf/wrap that makes a
lot of noise and a great charm for dancing.  You can
also wear as shawl, hip scarf or halter top or just
with plain jeans.) 


Mid-East finger foods and a Cash Bar.

 


WHAT TO WEAR:  Comfortable casual clothing, exercise
outfits, jeans, bangle bracelets,  and of course,
you hip scarf.  Soft shoes, preferably not rubber
soles, bare feet work best  (however, may be iffy in
the parking lot).

 


WHEN TO BUY TICKETS:  Only before and after the SJ
Service club meetings April 13th & May 11th.  
Tickets are very limited.  You may purchase for a
group and  reserve your table upon arrival.  Scarf

Interested in Archaeology?

 


Brunswick Town/Fort Anderson State Historic Site
will be hosting the Peace College Archaeological
Field School for three weeks this year: May 24-28,
May 31-June 4 and June 7-9.  Volunteers are invited
to join them on their quest for yet uncovered
historical treasures; work will include digging,
sifting and cleaning.


 


Five or six volunteers are needed each day.  You can
choose to work all day or a half-day; anyone under
sixteen must be accompanied by an adult. For

We would like you to join us on Sunday, May 22nd for
a fun day of golf to be followed by dinner at the

neighborhood golf get together. You do not have to

Annual St. James Military Appreciation Day Picnic


Please mark your calendars for the afternoon of
Saturday, May 14, 2011 for the Sixth Annual St.
James Military Appreciation Day Picnic at Waterway
Park.  All residents and their guests are cordially
invited to once again show your patriotism as we
celebrate our Armed Forces.


The Picnic will be held from 1:00PM to 5:00PM with
lunch served between 1:30 PM and 3:00 PM.  This
year’s event will feature karaoke entertainment by
CJ Rodney Axsom, a
short ceremony, and some surprises.  The Picnic cost
will be $20.00 per person, and registration will
begin today, March 30,

 Members’ accounts will be billed, and non-member
payment must be made by check payable to The Clubs
at St. James Plantation and dropped off at the
Members Club Pro Shop.  Ticket pickup dates will be

2nd Prize, and $200 3rd Prize. Tickets will be $10
each or three for $25.  We will be selling raffle
tickets in the days before the Picnic.  All proceeds
from the Drawing will go to the St. James Operation
at Ease Foundation.  Individual donations will be

St. James Annual Father-Son Tournament

 


THE ST. JAMES MGA 2011 FATHER & SON TOURNAMENT
 

June 17 – June 19

The St James SJMGA Father Son Tournament is open to
all male St James Property Owners. 
Participants may be Fathers, Grandfathers, Sons,
Sons-In-Law, Stepsons or Grandsons (any kind of
sons). This is a two- day tournament (plus practice
round) held this year at The Players Club & The
Founders Club.  The field will be split into 3 to 5
flights depending on the number of participants. The
entry fee ($275) will be charged to your account. 
In addition, non-Signature/Premium  Golf Members
will be responsible for appropriate golf fees ($30
special rate). A USGA handicap is required to play
in this tournament.  The sign-up sheet will be at
The Players Club on Friday, April 1st
(you will
need your guest name, handicap club name & phone #
).
The sign-up deadline will be Friday, April 29th. 
The field will be limited to 60 teams.  SJMGA
Members will be given priority.  There will be a
lottery drawing, if necessary, to choose the teams
and alternates on April 30th.  If the field is not
full by April 30th, you may sign up on a first come
first serve basis until May 6th.  Tournament details
will be available at The Players Club beginning
April 1st.

St. James watercolor artist Nancy Schulte is a
Featured Artist at the Franklin Square Gallery
Members Show from March 28 until May 7.  She has
been painting with watercolors for over 25 years,
and has been giving classes in St. James since she
moved here from Atlanta seven years ago.  "I’m a
nurse by profession because I thought I had to have
a ‘career.’  Now I’ve been teaching painting for
fifteen years.  I love to encourage others to
express themselves," Nancy says.

Her watercolors focus on a range of
subjects–people, landscapes, and flowers– but her
inspiration comes from the heart.  "In my paintings,
I feel it is important to tell stories from my own
heart.  My family, friends, and faith influence how
I look at life.  I have a great respect for life,
and I hope it shows in my paintings."   


  


You are invited to view Nancy’s latest watercolors
at the Franklin Square Gallery Monday through
Saturday from 10 to 5.  Artwork by over thirty other
St. James artists is also on display as part of the
on-going Member’s Show.  Admission is free.  The
gallery is also open for evening receptions from 5-7
during downtown Southport’s First Friday Gallery
Walk.  It is located behind Franklin Square Park two
blocks from the waterfront.

Brunswick Civil War Round Table
:

 

The 1st anniversary meeting will be held Tuesday,
May 3rd at Trinity United Methodist Church, 209 E.
Nash St., Southport. The guest speaker is Joe A.
Mobley, noted author and Civil War historian. His
program: "President Jefferson Davis and North
Carolina Governor Zebulon Vance: Quarrelsome
Partners in the Confederate War Effort". The
presentation is a reinterpretation of Gov. Vance’s
actions throughout the Civil War which many
historians believe were negative toward the
Confederate cause. Mobley’s research findings
suggest that Vance was a devoted nationalist.

Fashion Show, Wine Tasting Benefits

Sacred Heart Catholic Church in Southport will
sponsor a "Fashion Show and Wine Tasting" at 2
p.m. on Sunday, May 1, in the Church Social
Hall, corner of NC 211 and Dosher Cut-off.

 

Fashions from several local shops will be
featured with tastings from Silver Coast Winery,
light hors d’oeuvres, door prizes, raffle items
and auction.

 

Donations are $20 per person and are tax
deductible.  Proceeds will benefit Catholic
Charities of the Cape Fear Region, serving six
area counties with support programs and services
